The Board of Directors is the cornerstone of PSECU's governance activities providing a monitoring function for the President, overseeing the credit union's strategy, monitoring risks, and the credit union's control systems. The Board governs proactively with an emphasis on outward vision, strategic leadership and a clear distinction of Board and President roles.
- Mr. R. Brian Wilbur, Chair
Mr. Wilbur has served as a PSECU official for forty-five years. He has been Chair of PSECU's Board of Directors since March 2006. Mr. Wilbur previously served as PSECU's Board Chair (1979 -1983) and Vice Chair (1984 -1995, 2001 -2005). Additionally, he served as Chair of PSECU's Credit Committee for several years, and Chair of PSECU Services, Inc. (PSI), the investment services organization for PSECU members. Mr. Wilbur retired as Assistant Director for Budget Administration after 36 years in the Office of the Budget for the Commonwealth of Pennsylvania. He earned a Master of Governmental Administration from the Fels Institute, University of Pennsylvania, and a BA in History from Waynesburg College, PA. Mr. Wilbur is also active in several church personnel & finance committees.

- Mr. Joseph Sassano, Vice Chair
Mr. Sassano has served as a member of PSECU's Board of Directors since 2006 and is currently PSECU's Vice Chair. He was a PSECU Associate Board of Director from 2004 until 2006. He is the Chair of the PSECU Services, Inc. (PSI), the investment services organization for PSECU Members, and is a member of PSECU's Audit Committee. He is the Chief Information Officer for the Pennsylvania Employees Benefit Trust Fund (PEBTF). Mr. Sassano is a graduate of Pennsylvania State University with a M.S. in Information Technology, and Bloomsburg University with a B.S. in Information Systems. He served as an adjunct faculty member at Pennsylvania State University in Harrisburg and Harrisburg Area Community College. Additionally, he is a member of the Technology Council of Central PA (TCCP) and Pennsylvania State University Alumni Association. Mr. Sassano also volunteers for various youth organizations, including Camp Hill Baseball and Cedar Cliff Basketball.

- Mr. George J. West, CPA, Treasurer
Mr. West has served on PSECU's Board of Directors since 1980 and is currently PSECU's Treasurer. Additionally, Mr. West served as PSECU's Chair of the Board of Directors from 1994 until 1997, served earlier as Chair of Finance and Member Service Committees. Mr. West retired from the U.S. Treasury Department as a Financial Products Specialist. Mr. West was the Director of Financial Management with the Commonwealth of PA Office of the Budget, Comptroller Operations. He was also the Comptroller for various state agencies including Department of Health and Department of Aging. Furthermore, Mr. West worked in the private sector as a financial manager for 12 years. Mr. West earned a B.B.A. in Accounting from Ursinus College and is a graduate of Wiconisco High School. Mr. West is also active in a variety of community organizations such as a Board member and Treasurer at the Central Pennsylvania Food Bank, Treasurer at The Joshua Group, volunteer at Jewish Family Services in their Friendly visitor program, and Board member and Treasurer of the Wiconisco High School Scholarship Fund. In May 2009, he completed serving six years on the Pennsylvania Credit Union Foundation Board. Previously, he was a volunteer tax preparer for low income people and participated in Harrisburg Community improvement activities.

- Mr. Frank J. Breiner, Secretary/Assistant Treasurer
Mr. Breiner has served on PSECU's Board of Directors since 1972 and is currently PSECU's Secretary/Assistant Treasurer. He serves as the Chair on the Board of Managers of eCU Technology Board of Managers, a PSECU Service Organization. Furthermore, he completed the Credit Union Volunteer Achievement Program receiving the Edward Filene and Friedrich Raiffeisen awards. Mr. Breiner is a retired PA Commonwealth employee with over 40 years of service. He was previously employed by the Office of Budget as Comptroller for the Department of Transportation. Mr. Breiner attended St. Francis University in Loretto, PA with a Business Administration Major. He also attended the University Center, Harrisburg, Accounting, and is an U.S Army veteran. Mr. Breiner has volunteered for the Hunger Study for the Central Pennsylvania Food Bank and the Harrisburg Symphony Orchestra.

- Mr. Joseph A. Lawruk, CPA
Mr. Lawruk has served as a PSECU Board of Director since 1981, and is currently Chair of PSECU's Audit Committee. Mr. Lawruk served as Chair of PSECU's Board of Directors from 1998 until 2001. Additionally, he served as the Chair of PSECU Services, Inc. (PSI), the investment services organization for PSECU members. Mr. Lawruk is currently employed as Comptroller for the Pennsylvania Liquor Control Board (PLCB) . Mr. Lawruk began his career in state government when he joined the State Treasury Department in 1978 serving as Bureau Director for Disbursements. He graduated with honors from Saint Francis University in Loretto, PA.

- Ms. Kathleen A. Salmon
Ms. Salmon has served as a PSECU Board of Director since 1990. She served as PSECU's Chair of the Board of Directors from 2001 until 2006. She currently owns her own business. Ms. Salmon was formerly the President of K.A. Salmon, Inc. Ms. Salmon was a Senior Vice President at Capital Blue Cross from 1987 until 1997. From 1979 to 1987, she served in a variety of senior management positions with Pennsylvania Blue Shield and Capital Blue Cross. Additionally, Ms. Salmon was a Commonwealth of Pennsylvania employee in the Departments of Health, Corrections, Office of Administration, and Public Welfare. Ms. Salmon earned her Masters from Pennsylvania State University and her Bachelors in Economics from Juniata College. She is a board member of Sponsor the Troops, Inc.; member of the Shepherdstown United Methodist Church; member of Central Pennsylvania Association of Women Executives; Friends of the YWCA; Pennsylvania State University Alumni Association; and Juniata College Alumni Association. Ms. Salmon is also active in a variety of community and non-profit endeavors.

- Mr. Howard C. Ellis
Mr. Ellis has served as a member of the PSECU's Board of Directors since 2001. He served as the Chair of PSECU's Audit Committee from 2003 through 2006. Mr. Ellis is a retired Professor of Business Administration at Millersville University of Pennsylvania. Prior to joining Millersville University faculty, Mr. Ellis was a Senior Tax Specialist for Peat, Marwick, Mitchell, & Co. in Philadelphia, PA, and worked as an Assistant to the President, Research Division of Carroon & Black Insurance Brokerage in Nashville, TN. Mr. Ellis earned a Doctor of Jurisprudence degree and Masters of Business Administration degree from Vanderbilt University. He obtained his Bachelor of Arts degree from the University of Pennsylvania. Mr. Ellis is the author of published articles on employment law and constitutional law. He has volunteered as a youth basketball coach for the Penn Manor Athletic Association.

- Mr. Michael C. Ferster
Mr. Ferster has served as a member of PSECU's Board of Directors since February 2010. He served as a PSECU Associate Board of Director from June 2007 through February 2010. Mr. Ferster has been employed by Nationwide Insurance for nearly 30 years. In 1985 he established an agency specializing in auto, homeowner, life, and business products. From 1981 until 1985, Mr. Ferster was employed by Nationwide as a claims adjuster and personal lines underwriter. Mr. Ferster obtained a Masters of Business Administration from Lebanon Valley College. Additionally, he earned a Bachelor of Science degree in Management Science from Lock Haven University and a Chartered Property Casualty Underwriter (CPCU) designation from the American Institute for Property and Casualty Underwriters. Mr. Ferster is an active member of Penbrook United Church of Christ, and volunteers with the Central Pennsylvania Food Bank and Rebuilding Together.

- Ms. Jodi Lynne Blanch
Ms. Blanch has served as a PSECU Board of Director since 2010. She served as a PSECU Associate Board of Director from 2007 until 2010. Ms. Blanch has 13 years of experience in Human Resources, Organizational Development and Training & Development. She is currently employed by Capital Blue Cross where she oversees the Talent Management and Leadership Development initiatives of the organization. Ms. Blanch is a graduate of Pennsylvania State University with a Masters in Education. She is an active member of the United Way of the Capital Region's (UWCR) Bridges Society, Women's Leadership Network and volunteers with several local charities. Ms. Blanch has been a PSECU member since 1987.
