Our Board of Directors and Associate Directors bring expertise, experience, and strategic thinking as they help guide and shape the future of our credit union.

The Role of PSECU’s Board 

PSECU’s Board of Directors is committed to ensuring corporate governance that positively affects stewardship, corporate values, and strategic vision. PSECU’s Corporate Governance program consists of five key elements.

MEET THE PSECU BOARD OF DIRECTORS

Michael Ferster
Mr. Michael C. Ferster

Mr. Michael C. Ferster, Chair

Mr. Ferster has served as a member of PSECU's Board of Directors since February 2010 and is currently its Chair. Additionally, Mr. Ferster has served as Vice Chair, Secretary, and Assistant Treasurer of the Board of Directors. He was a PSECU Associate Director from 2007 to 2010. Mr. Ferster retired after nearly 36 years of service with Nationwide Insurance where he held positions in claims and personal lines underwriting before transitioning to an agency owner in 1985. He obtained a Master of Business Administration from Lebanon Valley College. Additionally, he earned a Bachelor of Science in Management Science from Lock Haven University and a Chartered Property Casualty Underwriter designation from the American Institute for Property and Casualty Underwriters. Mr. Ferster is an active volunteer with various local charities. He has been a PSECU member since 1992.

Shawn Weis
Ms. Shawn W. Weis

Ms. Shawn W. Weis, Vice Chair

Ms. Weis has served on PSECU's Board of Directors since June 2017 and is currently its Vice Chair. She was a PSECU Associate Director from 2013 to 2017. Ms. Weis is currently employed by the Pennsylvania Infrastructure Investment Authority, where she has worked as Assistant Counsel since 2005. Previously, Ms. Weis served as Legal Counsel to KnowledgePlanet, Inc., an international software platform company, as a Clinical Staff Professor for Penn State - Dickinson Law, Elder Law Clinic, and as an Associate Attorney for Keefer Wood Allen & Rahal, LLP. She earned her Juris Doctor from The Dickinson School of Law and a Bachelor of Science in Business Administration - Economics from Elizabethtown College. Ms. Weis is a member of Ladies First in Public Finance, the Pennsylvania Bar Association, the Government Lawyers Committee, and the Office of General Counsel. She has been a PSECU member since 2005.

Timothy Gunstra
Mr. Timothy D. Grunstra, CPA

Mr. Timothy D. Grunstra, CPA, Treasurer

Mr. Grunstra has served on PSECU's Board of Directors since 2012 and is currently its Treasurer. Additionally, he has served as Secretary and Assistant Treasurer for the Board of Directors. He was a PSECU Associate Director from 2010 to 2012. Mr. Grunstra is a Principal with Brown Schultz Sheridan & Fritz, a regional public accounting firm with offices in Camp Hill and Lancaster, PA, where he has worked in various capacities for the past 30 years. He provides accounting tax and advisory services to clients of various sizes in a wide variety of industries. He obtained a Bachelor of Science in Accounting from Bloomsburg University. He is also a graduate of Leadership Harrisburg Area and is a certified public accountant and a member of the American Institute of Certified Public Accountants and the Pennsylvania Institute of Certified Public Accountants. Mr. Grunstra is a member of the West Shore Kiwanis Club. In the past, he has been active on the boards of the Central Pennsylvania Food Bank and Vision Resources of Central Pennsylvania and has volunteered for the United Way and other nonprofit organizations. He has been a PSECU member since 1989.

Matthew Wagoner
Mr. Matthew B. Wagoner

Mr. Matthew B. Wagoner, Secretary/Assistant Treasurer

Mr. Wagoner has served on PSECU's Board of Directors since 2018 and is currently its Secretary/Assistant Treasurer. He served as a PSECU Associate Director from 2016 to 2018. Mr. Wagoner is a teacher at Red Land High School in the West Shore School District, where he was the 2010-2011 Professional Employee of the Year. Mr. Wagoner teaches Physics, Advanced Placement Physics, and a newly developed, project-based class that combines math, science, and technology education. He has worked on strategic planning, professional development, and curriculum writing for the district. He obtained a Bachelor of Science in Physics from Shippensburg University and a Master's from Frostburg University. Mr. Wagoner is a member of Camp Hill United Methodist Church, where he volunteers with various children's programs. He has been a PSECU member since 2016.

Jodi Lynne-Blanch

Ms. Jodi Lynne Blanch, Director

Ms. Blanch has served as a member of PSECU's Board of Directors since 2010. Additionally, she has served as Chair and Vice Chair of the Board of Directors. She was a PSECU Associate Director from 2007 to 2010. Ms. Blanch has more than 20 years of experience in Human Resources as well as in Training and Development. She is currently employed by Capital BlueCross where she oversees the Compensation, Performance Management, Recognition, and HR Systems initiatives of the organization. She is a graduate of Penn State with a Master in Education and Lebanon Valley College with a Master of Business Administration. Ms. Blanch is an active member of the United Way of the Capital Region's (UWCR) Bridges Society, which focuses on bringing together the next generation of diverse leaders to spark positive changes in the capital region. She is also a member of the UWCR's Women's Leadership Network and the National Association of Professional Women, and she volunteers with several local charities. She has been a PSECU member since 1987.

Joseph Lawruk
Mr. Joseph A. Lawruk

Mr. Joseph A. Lawruk, Director

Mr. Lawruk has served on PSECU's Board of Directors since 1981. Additionally, he has served as Chair and Treasurer of the Board of Directors. Mr. Lawruk is retired from the Pennsylvania Office of the Budget where he held positions in Internal Audit, was Finance Team Lead for the Commonwealth's conversion to a SAP platform, and served as Comptroller of the Pennsylvania Liquor Control Board. He graduated with honors from Saint Francis University in Loretto, PA. Mr. Lawruk is an active member of Seven Sorrows Church in Middletown, PA, and he volunteers for various nonprofit organizations. He has been a PSECU member since 1980.

Leanna Meiser
Ms. Leanna L. Meiser

Ms. Leanna L. Meiser, Director

Ms. Meiser has served on PSECU's Board of Directors since May 2019 and was a PSECU Associate Director from 2016 to 2019. She is employed by The Hershey Company where she leads Organization Change Management and HR Business Partner responsibilities for Enterprise Resource Planning (ERP) and Global Supply Chain transformations. She graduated with a Bachelor of Science and a Master of Business Administration from Elizabethtown College. Ms. Meiser also holds a Master of Education from Penn State. She has been a PSECU member since 2015.

Joseph Sassano
Mr. Joseph Sassano

Mr. Joseph Sassano, Director

Mr. Sassano has served as a member of PSECU's Board of Directors since 2006. Additionally, he has served as Chair and Vice Chair of the Board of Directors. He was a PSECU Associate Director from 2004 to 2006. Mr. Sassano is the Executive Director of IT/CIO for York County Government and was the Chief Information Officer for the Pennsylvania Employees Benefit Trust Fund for 16 years. He has served as an adjunct faculty member at Penn State Harrisburg and Harrisburg Area Community College. Mr. Sassano is a graduate of Penn State with a Master of Science in Information Technology and Bloomsburg University with a Bachelor of Science in Information Systems. Mr. Sassano is a member of the Technology Council of Central Pennsylvania and the Penn State Alumni Association. He also volunteers for various organizations. He has been a PSECU member since 1992.

R Brian Wilbur
Mr. R. Brian Wilbur

Mr. R. Brian Wilbur, Director

Mr. Wilbur has served on the PSECU Board of Directors for more than 50 years. Additionally, he has served as Chair and Vice Chair of the Board of Directors. Mr. Wilbur retired as Assistant Director for Budget Administration after 36 years in the Office of the Budget for the Commonwealth of Pennsylvania. He earned a Master of Governmental Administration from the Wharton School of the University of Pennsylvania and a Bachelor of Arts in History from Waynesburg University. Mr. Wilbur has been active in several church personnel and finance committees. In 2019, Mr. Wilbur received the Joseph A. Moore Lifetime Achievement Award from the Pennsylvania Credit Union Association recognizing him as the state’s Outstanding Credit Union Volunteer of the Year. He has been a PSECU member since 1966.

Meet the PSECU Associate Directors

Nicholas Barbera
Mr. Nicholas J. Barbera

Mr. Nicholas J. Barbera, Associate Director

Mr. Barbera was appointed as a PSECU Associate Director in 2019. Mr. Barbera has garnered more than 10 years of experience in Accounting and Finance while working in both the public and private sectors. He is currently employed by SunStone Consulting, a healthcare practice that assists providers throughout the United States with reimbursement, regulatory, and revenue cycle solutions. At SunStone Consulting, Mr. Barbera serves as a Manager in the financial analysis and reimbursement service line. Mr. Barbera is a graduate of the University of Pittsburgh and holds a Master of Business Administration from Lebanon Valley College. Mr. Barbera serves in a leadership position for multiple community organizations including the Harrisburg Young Professionals and the Health Financial Management Association (HFMA) of Central Pennsylvania. He has been a PSECU member since 1990.

Mary Quinn
Ms. Mary J. Quinn

Ms. Mary J. Quinn, Associate Director

Ms. Quinn was appointed as a PSECU Associate Director in 2019. Ms. Quinn is President and CEO of the YWCA Greater Harrisburg. In this role, she ensures that the YWCA is operating in a sound and fiscally prudent manner, providing quality services and programs to the community, and working in collaboration with other stakeholders throughout its served communities. She is the organization’s primary spokesperson to the community, regional, and national YWCAs, the membership, and significant donors. Ms. Quinn holds a Master of Public Administration and completed a Masters-level certificate program in Leadership and Human Resource Management, both from Penn State. She has been a PSECU member since 2001.
